Investing in affordable housing is socially just and necessary, and enjoys significant social and economic compensation, improves educational outcomes, and saves future health care costs while increasing the protection of the most vulnerable groups.

The priority of public administrations should be land use planning, the implementation of comprehensive housing policies and the stimulation of innovation by the construction and rehabilitation sectors. Private initiative could take over much of the rest.
